BF4 Premium through PS4 and PC

After many years I started playing BF4 again, before I played on the PS4 and now I'm on the PC, on my PS4 account I have the premium but on the PC account I don't, is there any way to "send" the prem...

    No, there is no way of doing that. You will just have to buy premium on the PC. Sorry for the bad news.
