Win7 32 bit. i was using Ace Utilities for cleaning registry but after you recommended CC Cleaner i unistalled Ace Utilities and installed CC Cleaner and i always clean registry (everynight before going to sleep or after unistall somethink).

I would suggest the following steps:
- make sure that you run the executable in Administrator Mode (you also may check if Compatibility Mode will solve your issue)
- disable BF4 Cloud Storage
- disable Origin in game
- if you do have a user.cfg - would you please share it?
- have you tried to do a clean GPU driver installation via DDU?
