Cannot install or delete Battlefield 4 files

I have my battlefield 4 folder on my secondary harddrive and i was able to delete all but a few folders and files

Bf4.par

Bf4_x86.exe

br4_x86.par

I see everything inside the folders and the files themselves but cannot delete them because apperently they do not exist( have been moved to another file location)  This is the only location they have ever been.

Also when i try redownloading bf4 it says i do not have permission to do so even tho i am only user and have admin rights 

A fix for this would be amazing since it all seemed to happen on my last install where redistrubution pack  had a meltdown. would give details on that but i cannot recal it has been a while.
