I have resolved a very similar issue with another player and have a few suggestions:
1. Run Origin in Admin mode and test the game.
2. Install the EA app instead of Origin: https://www.ea.com/ea-app-beta
3. Close origin, navigate here: "C:\ProgramData" and delete the origin folder. Then run the game.
4. Disable backup/sync software such as OneDrive.
The cause of this particular bug is an issue with permissions when the game is unable to access the setting file's location in Documents.
As such when the game fails to read saved data it just acts as if it never existed.

I think I've also seen somewhere that there could be a difference if you run the Geam itself and Origin as Administrator.
Maybe try this as well. 🤨
