Can't get the stinger in mission 3
There is a marine blocking the stairs to get the stinger to destroy the attack helo. How do you get him out of the way? He doesn't die and he just stands in front of the stairs firing his rifle.

I have the same issue!!! Happened today??? Is the bug in the September Update??
This has already been reported as a bug. Thanks for sharing info here.
For now, as a workaround, try jumping around the NPC. Every now and then you will be able to get over the invisible wall.

You should know that the Battlefield 4 campaign was never updated or touched ever since the game launched. So all you can do is just bare with the bugs and crashes. You may try by repairing your game by going to Origin>Library and right clicking on Battlefield 4 and select "Repair Game" as shown in the photo below.

I am not an Electronic Arts employee.- I have the same issue but I just found a way to get through. The marine who is crouching, you have to stand behind him and jump on top off him. Recker will do the motion when you jump over a fence. When you do it, you have to quickly turn left towards the stairs and jump again. I think I landed on the railing and then I was through. What a stupid bug!
Aim at the NPC at the base of the stairs with your weapon and fire side to side, some of your rounds will hit him and kill him. You can then go into the room and pick up the stinger to take down the helicopter.
