OP are you using plugin free launching or using the traditional plugin method? Verify which you are using, if you are using plugin free turn it off and use the plugin as seen here:
@GDawwggg When you ran the windows scan did you get any errors at all? As well as clean boot ? And thinking on this more any errors in windows event viewer when trying to load the game as this will be the big hint what is making said issue. If you need help with windows event viewer let me know :]
If it is not a plug in issue then I would make sure all this is up to date as well as important windows updates .....

Reinstall Microsoft C++ For my game PC's I install both x64 and x86 as it does not hurt the PC

Go to Punk Buster site

1- Download PB then extract files to your desktop.
2- Open Punk Buster folder.
3- Click on the PB setup and it will open.
4-Add your BF4 game to punk buster its at the top of Punk Buster.
5-Then update punk buster again at the top of Punk Buster.
Reboot PC test BF4
Still an unresolved issue, Had to reformat, now 1 1/2 months later its happening AGAIN.

@GDawwggg Sorry but your post does nothing to tell me if you have tried things I have posted for you. If you want my help I am more then happy to help you fix this if you just want to vent I can help others your call. I can tell you one thing this is not from the game it is a issue on the PC be it a setting or a windows issue or something is not up to date on the PC with this issue.
When you did the windows scan did it find any errors?
Did you do all the updates I posted in my second post?
I see no point in trying to help you more if you do not want my help so let me know please.
