Since the summer patch, I've been unable to use the weapons from the China Rising DLC. Pretty disappointing since that was the main reason why I bought the DLC. I play on the 360.
There is no way to cause this problem, so it may take multiple troubleshooting techniques to fix it. In this situation, I would delete the China Rising DLC and download it again from my download history.
