China rising dlc what a loc(load of crap) ps4

I entered my code in the psn for this Dlc, it redeemed, and in the psn store it says free, but when I click on it to download it says it's 12.79, why is this happening?
I'm not happy about paying 60 quid for a game with a code that I expected to work but yet it doesnt?
