Here is the list of things that I've tried that do not work:
Reinstalling the game
Clearing alternate mac address
clearing cloud storage
clearing privacy settings
removing and re-adding gamertag
restarting my router
powercycling my xbox

Getting an increase on level cap now put a bandaid on this problem. I can unlock the gun since I can get my "lower level" above 9 now, but the dysync that caused it is DEFINITELY still there
