Consistent FPS drops when being shot at (only when hit by bullets)

I get around 160-200 fps but when someone hits me it starts stuttering. Maybe I should mention that I play on a 60hz monitor (upgrading soon) but I don't think that's the problem, because the game o...

GPU: Nvidia 1060 6GB
CPU: Intel i5 6400

Is this on every map or just certain maps? Do you have your performance graph up while playing? If so what is it doing?

Yes it happens on every map. But in the singleplayer it doesn't happen at all. I could make a video of the problem and link it here. Hopefully you guys can help me.
