Crossfire HD6970 2GB running on single monitor 1680x1050 terrible FPS

Running the latest AMD beta drivers, 13.11 Beta 8, My rig is dipping into the 30s on MEDIUM settings.  Note I can run Bf3 on ultra at 120fps+ at all times.  I'm getting wide swings as well.  For example, yesterday at the spawn menu I was spiking up to 200fps, but in game it would be mostly low 50s and 40s, and in the 30s.  Even did better on larger maps than the smaller TDM based ones.

My rig

i7 2600k OCd to 4.50GHz

16GB system memory

2 Reference HD6970 in crossfire

120Hz Viewsonic VX2265WM monitor running at 1680x1050

I have tried several things, from new drivers, to disabling hyperthreading, to turning off frame pacing, setting graphics as low as possible, and I'm getting horrible FPS around every turn.

All other games still run flawlessly no matter what driver I'm on.  I've had less than ten crashes on all games I've played in the last two years that BF3 has come out, so these issues I'm seeing are definitely BF4.

I notice that when HT is on, my eight threads are normally around 60%, and with it off, my four cores are running ~95%.  Being built for AMD, I'm obviously frustrated as this is the first game since purchasing two years ago that doesn't run as I would expect it to.

    Try running DXSETUP.exe from this location:

    C:\Program Files (x86)\Origin Games\Battlefield 4\__Installer\directx\redist

    to be sure all the required DirectX components are installed.

    Try disabling compatablity mode on the 64bit launcher and then launch from there had the exact same problem. but with 2x5850
