Difficulty Unlocking SUAV When Criteria is Complete

Hi all,

I am having some difficulty unlocking the "safe raiding" criteria to unlock to the SUAV.

I have the China Rising DLC and I know to get it you have to kill one player with a bomber.

I have killed multiple players on Silk Roads with the bomber and it has not given it to me.

This may be a stupid question if I am missing something obvious, but I am only rank 9 will this affect the unlock?
