Get new video card diver or beta on desktop you need to get you a fully clean install of it after steps below.
Try running CCleaner and do the Clean and Registry portions both. It may be software conflicts and/or registry errors.

Also, try disabling some of the stuff that you may have starting up with Windows. If your tray is full of apps, they may be conflicting with the video card driver.
You may want to uninstall the video card driver, run Driver Sweeper from safe mode, and have it remove any remnants of AMD / Nvidia drivers it finds. Then re-boot and install the latest driver for you card and OS.http://www.techspot.com/downloads/4266-driver-sweeper.h...
I tried that before posting it on the forums.
I'm gonna try and increase the voltage on my card. Saw it on some video on youtube.
Increasing voltage doesn't work. What do I do :,( You are my savior man, please give me a solution!
For now update all this then run repair game after a reboot of PC if this fails to fix it after some testing then post the error from event viewer.
