I've encountered the issue you describe but don't think its a bug that can or will be solved by patching. They could reduce throwing timer delay somewhat i think but not the lag that you experience when you try to release the explosive charge.
In the end i think its partially the same behavior you experience during a lot of action sequences that is the game BF1
1 gun keeps firing when mouse button is released bug
2 gun does not fire at all at moment button is pressed
BF1 has a few console bugs i would almost call them that i must admit have seen in alot of 3D games over the days. It probably has to do with something like the software layer of the OS that get utilized by the game (virtual app). A little above my XP level and so of many other IT & 3D Pro
