Currently having the same issue. Battlepack progress bar is stuck at ~20%, and End of Round screen won't load, until the game goes into another round of conquest.
I am also not receiving any daily scraps, and trading gun skins into scraps have not triggered a sync or resolved the previous issues.
As far as my search for a solution got, this same issue seems to have happened several times in the past, although I didn't find a clear answer as to how it was solved or how long it took to be fixed.
The issue occurred this year in April or May. It was solved by Dice doing a server maintenance.
We as players can't do much except raising a red flag and posting here or contacting support directly.
They need to fix it, it's on their end.
