Flash flare gun will not set enemies on fire with a direct hit

Summarize your bug The flash variant of the flare gun will not burn enemies on a direct hit, unlike the spotting flare which will. I have tested this in an empty server with a friend and the flash flare simply bounced off. Damage caused by walking over it once settled is unaffected and identical to the spotting flare. I can only assume this is unintentional due to it being inconsistent and seemingly unnecessary, if this is an intentional mechanic I'd love to know why! Additionally, although more understandable, is that the flash flare gun seemingly has a much smaller firing arc and fires less far than spotting flare. I thought i'd just include this just in case that is unintentional.

Steps: How can we find the bug ourselves? Simply shoot an enemy directly with the flash flare, it should bounce off without causing damage. Shoot an enemy directly with a spotting flare as a comparison, they should burn on contact unlike the flash flare.
What happens when the bug occurs? It makes aiming for direct hits unnecessary as I know it will bounce off and end up somewhere I don't want it to go. The projectile just bounces off the player as if they were an object. It is frustrating while attempting to use it as a damage dealer as it makes it almost random whether or not it will do any damage at all, relying on the enemy walking over it when it's landed, which rarely happens.
