Steps: How can we find the bug ourselves? Set screen to Borderless and the FPS is capped at 60. I once fixed it temporarily by going Fullscreen, setting the gametime.maxvariablefps to basically anything (100,150,200) and then going back to Borderless. This doesn't fix it anymore.

In Borderless, FPS is capped to 60. If you alt-tab from the game, you see it in the background (unfocused window) and the FPS there is fine and not capped to 60. When you Alt tab again and BF1 window is focused, its back to 60FPS. Needless to say Vsync is off.
Edit: Just alt tabbed a few times, played around with maxvariablefps and now its fine, but this is still an issue as it happens quite frequently and comes back pretty much daily.

Check Monitor Refresh Rate:
Ensure that your monitor is set to its native refresh rate (e.g., 144 Hz). Sometimes Windows or game updates can reset this setting.
Go to Settings > System > Display > Advanced Display Settings. Verify that the refresh rate matches your monitor’s capabilities.
NVIDIA Control Panel Settings:
Open the NVIDIA Control Panel.
Navigate to Manage 3D settings > Program Settings.
Add Battlefield 1 to the list of programs.
Set Vertical sync to Off and Maximum pre-rendered frames to.
Apply the changes and restart the game.
Windows Variable Refresh Rate:
In Settings, go to Display > Graphic settings.
Check if Variable refresh rate (G-Sync) is enabled. If not, turn it on.
Windows sometimes interferes with G-Sync, so ensuring it’s enabled can help.
Game Settings:
While in-game, set the gametime.maxvariablefps to a value higher than 60 (e.g., 200) in the console.
Switch to Fullscreen mode, then back to Borderless.
