FPS Drops? (PC)

no matter if on low or high settings , fps keeps droping from 20-90
Having identical performance issues. For example, going out on the roof in Flood Zone dips my fps down to about 51. I have it capped at 59 since i am using a 60hz monitor.
Specs:
Windows 7 64-bit
Core i5 3470 running at 3.6ghz
Sapphire HD 7970 OC with boost
8GB of RAM
These specs should already be enough to run BF4 at high-ultra. But even with everything turned down, mesh quality high, AA post, deffered and ambient occlusion off, i am still getting these dips. Constant 59 fps though.
Also, AMD ccc 13.11 Beta8 gave me a bit of artifacts in a round today. I had my settings running for several months with various different drivers including 13.9 WHQL (Stable as it is, no issues) so i'm sure it has nothing to do with my card clocks. Temps never go over 60c under gaming load for bf4.
Fix the netcode and optimise the game, DICE.
