FPS Drops? (PC)

Im not even getting good fps at all. on low im having 32 fps max. on auto(everything set on high, no AA defer, and HBAO) im having 20 fps. Lastest beta drivers, updated PB. And my CPU usage goes up to 97% no matter what settings.
My specs:
AMD Phenom II X4 965 Black Edition
AMD Radeon HD 7950 royalKing on 1920x1080
8GB RAM
