FPS Drops? (PC)

Im lucky to get 30fps with drops every few seconds down to 10-15fps. Ran BF3 just fine at 50-60fps with no real drops to speak of. It's an issue with the CPU usage in BF4 for sure. Tried unparking my cores and user.cfg edits, no luck.
