Full Screen zoom to upper left corner

After I launch the game, it stays zoomed in to the upper left corner,  leaving the rest of the menu unreachable. I have tried all kinds of settings, but this problem does not seem to go away.

Edit: It looks like EVGA Precision X was the problem. Completely closing it solves the problem for me.
