Go to your nvidia control panel and 'Adjust desktop size and position', on the scaling tab, select 'No scaling', make sure the res and refresh rate below are set correctly, click apply at the bottom right and retest.
If that does not help then in the manage 3D settings section, click Restore Defaults up at the top right and Apply again and retest.
Do let us know if these steps have any effect please.

Doesnt Work Did Everything You Explained. I have No Idea On Earth Why This Is Happening, Everyone Else Seems To Be Running Full Screen Fine.. Just Odd.. Please Ask Me Any Question You May Have, Im Also Not Running Any Sort's Of 3RD Party Application Like Teamviewer Etc.. Just Odd...

FIXED: Changed HDMI Cord to VGA or Rather Get a Better HDMI Cord?

Thanks for the reply. I don't think a 'better' HDMI cable will help. HDMI cables are digital, so they either work or they don't whereas analog cables in your audio setup for example, may benefit from being of higher quality. It is still odd that your HDMI would not display the image correctly, I use HDMI to get my PC displayed on a TV and it is perfect. What is the make and model of your display?
