If you are on PC, you will have to look thru the server providers and see if there are any servers near you to rent.
If you are on console, you have to look in the in-game menu (the in-game store should contain it) and you can rent a server there. However, on console you are limited to region, and only have options like West US, East US, Europe, Asia, etc.

The problem is that any server (even Russia) is too far from the city I live in. The lowest ping is 150-200. So I want to setup my own server in my city. So again. Can any one tell me already. Where can I buy a server version of Battlefield 4.
Well sorry, if you don't have any available in your city, then are not any. You will have to look thru all of those server providers and see if any have one that is closer to you. If not, you are out of luck. You cannot make your own server. I already told you exactly where to buy one.

Then tell me this. How do these people (owners of those servers) buy their servers??? They did buy their servers. So I want to buy one and setup in my city. We have many players here in Ashgabat. And because of the high ping on existing servers, I want to arrange a new one on local hosting. Who can I talk to? About the prices and everyting else. And please stop sending me to rent an existing server. If there would be a server in Ashgabat then I'd already bought it. Maybe u can give me the contact who can help in this.

They buy their servers from the providers, like gameservers.com for example. You CANNOT make/host/physically create or have a Battlefield server in your possession. You can only rent one from a verified provider. It is impossible to host your own. No one at EA will be able to set you up with your own locally hosted server. There is no one to contact.
