Same problem here. The only keys that work for me are:
R: to pick up lures
C: to throw them straight ahead.
Esc: To exit the game in fury.
No other keys or mouse input works.
My experience: This is where single player campaign ends.
Cannot progress.
At least I'm glad I didn't waste money on ultimate editions and season passes.
A fix or some feedback from developer or publisher would be appreciated.
An update:
This issue was resolved for me. I thought it was also resolved for everyone else... after trying a 100 times I stopped trying, until one of the updates a couple of weeks ago which states they delt with a bug in the campaign that sounded like this one.
So I loaded the map and it worked! I was sure it was fixed for everyone, but I guess not... unless you are not using the latest build?
