Graphics setting do not change at all, from low to ultra same FPS

I run fraps or use perfoverlay.drawfps 1

I go from ultra to low and my FPS is exactly the same. The graphics do not change at all. I have compared many screenshots and the textures and lighting are exactly the same.

I have changed settings ingame and checked it. I saved them and restarted the game and no difference the FPS is always the same.

Tried mantle FPS exactly the same.

Tried resolutionscale on 200 and FPS exactly the same.

So obviously no graphics settings are changing. It's really annoying and I cant figure out why.

Windows 7 64

AMD 8350 cpu

8 gigs of ram

AMD 7950 VC

ASUS M5A99X

I noticed this too, running BF4 on my GTX 770 gets me around 60-75FPS @ LOW or ULTRA. I tried raising the scaling up to 200% and it changed nothing in the FPS. I also put the AA at x16 and no difference.
