Has anyone figured out a solution to rubberbanding?

Right now rubberbanding is the only thing preventing me from playing.  I've looked around for solutions but have not been able to find any.  So far I personally have tried:

    Unparking all cpu cores on win7

    Manually updating .net and directX

    Updating all drivers

    Reinstalling game

    It's a server problem. Since BF4 got online and the devs

    went on "fixing/tweaking" things I am having this in other games as well.

    What's really weird is that after installing BF4 the first time, even after removing it, I can no longer play BF3.  BF3 crashes every time I try to launch a multiplayer game
