Packet loss.
although not enough to register on the netgraph as that needs to be over 1 second.
Ive talked to my isp about thsi but they say ea need to have servers in spain.....

The nearest servers are in holland (fifa too) and they are not great for me.
My packets have to go through level 3 (terrible company) to get there and i presume through paris which will be busy.
They didnt think about placing servers according to the internet map....more based on cost.
Yours probably suffer a similar fate.

I see loads complaining on the bf1 forum but they naively think its dices lag comp.....

BF1 is horrible for me somedays.
I must have had about 10 very good days of gameplay since release and that was some time ago now
