Hi! Why it's so hard to find a good server?

I can definitely concur @Smokey_353 above that his European "Smokey & Combat's Classics" server with the mix of classic maps is a great and entertaining place to play!
I also run myself a larger batch of various servers, but they are most part specialized in just one or a few maps only, most with high ticket counts and/or with specific weapon rules to balance the game play between the two team sides and emphasize the aiming/strategic skills of the players to be the decisive factor. One of the servers is though a classic 800-tickets hxrdcore Metro server with no rules, if you want try that out one day. Very quick, intense and fun game rounds.
The main reason that anybody decides to run (and pay for) a server is exactly to have a server with game conditions that are not just the standard DICE vanilla version. As if that was the case, then no need to rent a server really, as you can then just join to play on an existing DICE server. So that is probably the main reason why you say 'it is so hard to find a good server', if you search for rented servers, but only those stays with standard DICE vanilla game parameters.
Alternatively therefore, I would suggest you search for DICE servers with the maps (or map rotations) that you would like to try out.
Now here early morning European time, their European servers are not all active, but during the day and evening you find many great servers available to join. Set up your server search filter to match your desired scope, and its pretty quick and easy to always have the full list popping up every time you start your PS4 with BF4 !
You can also quick search via any web browser through the Battlelog Server Browser, including the specific filters/criteria you want for your gaming experience. Like this example, with European DICE server, 800 tickets, normal mode only:
