I have a problem with high ping in bf4. I am connected to the router by cable. I have a bigger ping to the nearest servers in Europe than to servers in America.

This is how it often appears here recently when looking at the server browser list when inside the game.
It is caused by a network refresh issue in the server network and the domain controllers managing the overview for us.
So its a well-known bugged area that has existed in the BF4 world since its birth and which was never fully resolved but simply just left behind 'as is'.
So the player numbers and similar data on each server is most often also not correct, as this data refresh does not work anymore as intended.
Regarding the server latency and your personal connectivity to one is though typically fluctuating and we have over recent couple of months experienced serious network problems with the server parks. So often you see the symptoms that you observe here, though often of just interim duration.
It would be good if you also could post the screenshot of your network performance report from either yo9ur xbox or PS4 if you are on console? Or just run a simple speedtest.net if on PC.
And then next to this, post your BF4 network performance report from within your Soldier/Options screen.
That will tell us much better if you truly have a high latency issue or not.
We can always discuss what is 'good enough' but anything below 160-180 milli seconds is considered ok for a first person shooter game like BF4. Anything below is of course preferred, but lag is typically not really observed until you get over that value.
About a year ago when I was playing I had a ping of 60-90, now I can't stay on the server because it cheats me for too high a ping and I can't play normally. Now the ping is normal

Dont know why but your image number 1 and 3 will not show up?
Image 2 did though work, and we can see that you have most often a great line connection with fairly low ping, and then suddenly it has an interim drop with latency going waaay up for a shot period of time. Looks indeed pretty weird. Have your cabled your PC/console all the way to your modem or do you use WiFi? WiFi is often fast enough, but it does have interim drops of performance, including blips of high latency and also package loss (=hit registration misses).
this is just another typical EA dodge the issue.

the answer to your question is,
1. the server browser is broken they will never fix it.
2. the servers are trash, they will never fix it
3. if you have a issue that is at their end the ignore it, close your case and hope you forget about. they have your money they dont care about your game experience.

What gaming platform are you on please? (aka PC, PS4 or XBox)
I presume that you are based in Europe, reason why in your first message you highlight that the latency to connect with European servers is higher than when connecting with US located servers. That is indeed not normal at all, if you are physically located yourself in Europe. There are however various technical settings and infrastructure designs making that happen, so depending on your local gaming platform, we may be able to guide you towards the root cause and potential fix on that.
Aka both VPNs, your modem setup for primary node to connect to and hardcoded routes by your ISP can all cause such anomaly. It could also be just an interim 'faulty state" due to potential breakdowns in DNS and lines, which then causes your route from your home to the EA server park is being sent on a deviated route until the global net and capacity is re-established.
