How do I buy BF4 premium from EA app

I have BF3 and BF4 bought as hard copies back in the days. Years ago when we had Origin I've managed to upgrade my BF3 to Premium via debit card payment. Now that both of BF3 and BF4 successfully integrated in EA App I'm unable to buy BF4 Premium.

I'm located in Kazakhstan, but why tf it shows me prices in Russian roubles? Also it has only PayPal or EA Wallet options in payment. I don't have PayPal and do see any buttons in EA app how to transfer money to EA wallet.
