Some have reported that high CPU utilization is causing their game performance to be worse than it should be. Some are also just complaining about high CPU utilization for no other reason than they for some reason don't like their hardware being fully utilized. EA and more importantly DICE are aware of both cases. It's all over the bug report forum and website so how could they not be.
I have a really old CPU i7-2600 and a new GTX 1080. My CPU usage on Saint Quentin's Scar was 90-100% that caused constant FPS drops. The game stuttered all the time. I changed the following settings in Options->Video->Advanced:
- DX12 Enabled: ON
- GPU Memory Restriction: OFF
Now the CPU usage on Saint Quentin's Scar is 60-70% and there is no FPS drops or stuttering.

Your CPU is actually rated below the minimum required CPU to run BF1 so that's why your CPU usage is so high. BF1 is a CPU intensive game. You can see how your CPU rates against the minimum required here: http://cpuboss.com/cpus/Intel-Core-i7-2600-vs-Intel-Core-i5-6600K
You also might want to try running DX11 as DX12 frequently causes issues. If you have shadowplay enabled you may want to disable it, and since it sounds like you're on WIN10 try disabling the Xbox DVR functionality. This should help a little.
