As the message says. A Steam account can only be linked to one EA account. Since your Steam account is already linked to a different EA account, it needs to be unlinked from that EA account before it can be linked to a different EA account.
If you are unable to log into the EA account your Steam account is currently linked to in order to unlink it. Then there's probably nothing that can be done except contact EA support, but they might not be able to do anything either if you can't prove ownership of the accounts.
In which case I would recommend getting a refund from Steam and buying Battlefield 1 on the EA app instead. That way you won't have to link your Steam and EA accounts together.
