@RRREEEEEEEEEEE your CPU is the minimum required CPU to play BF1 so it will be under load depending on your settings since BF1 is an extremely processor intensive game. What settings are you running BF1 on, Ultra, High? Have you tried lowering the graphics to see if that alleviates the issue? What OS are you using?
I had a similar issue with my Win7 i7-3770 16GB RAM, and GTX1060 (6GB), and limiting my FPS to 61 while running on Ultra at 1440 solved my CPU load issue. I know you don't want to do it but at least try it to see if it solves or helps the alleviate issue as part of the troubleshooting process. You can always remove the limiter after the next patch to see if the issues is solved if it does solve your issue at this time.
One potential issue is your use of MSI Afterburner. This program has caused issues with every Battlefield release since BF3. I recommend to disable it and then play BF1 to see if your issue goes away.
Also are you using the in game graphics options or the GeForce experience application to manage the in game graphics? I found that most of my BF1 related issues went away when I uninstalled GeForce experience and did a clean install of the latest driver set installing only the GPU driver and latest physix driver.
Regarding discord (and it's step brother Slack), I've found that it uses a lot of memory when I game - and the more discords you are subscribed to the worse the issue becomes. On the rare occasion that I get a stutter turning off discord makes the stutter go away.
Changing graphics does not help at all. The FPS and CPU usage stays about the same, but it might go a bit lower if I absolutely max out the game with AA. I have Windows 10.
Limiting to 60 FPS does help and gets the usage under 90%. But staying at 60 fps is like staying at a frame drop, so I don't see that as a fix.
I will try MSI afterburner off, it might take a bit to test since the game does run fine sometimes and I need to make sure it's not just one of those times.

@RRREEEEEEEEEEE WIn10 'eh? Try disabling the Xbox DVR functionality. Also did you install the creator's update for Win10?
Xbox DVR is off, I forgot to mention it in things I've tried. Yes I do have the creators update, however I've had problems much earlier than creators update. Also I can't uninstall creators update since it has been more than 10 days
Edit: I've tried a bunch of fixes related to creators update issues, going to see if I notice any diffrence
Edit 2: It did no difference, I tried things such as decreasing windows appearence quality, disabling timebroker, disabling windows showing tips, attempting to fix potential memory leaks. No luck.

One thing that I don't see in the list as having been tried is turning off Origin in game. When you do this make sure that you do it both in the Origin application global settings and under BF1 by right clicking the BF1 icon in Origin and selecting "view game details" then uncheck the origin in game box.
