I'm not ranking up
3 times I received a level 19. My rank never increased. It finally did and then it happened again at 21. I never ranked up to 22.

I would suggest that you contact an agent for this, they will be able to help you here is the link

1) Click contact as give information
2) Click still need help at the bottom of the page
3) Then click start live chat
You will start a live chat with a EA agent who will be happy to help you

Also if this helped mark this as solution so other people with a similar problem will see this- There seems to be a sync issue with stats at time. Does Battlelog reflect the same as you see in game or is it correct?
