As time moves on there will be more servers with higher ticket counts. Also, the tier 4 reputation is much easier to get in some game modes than others, especially if you find some friends, create a squad and coordinate a bit 🙂
It's extremely hard but I was able to get Tier4 a few times on official servers.
*edit* Without the use of the boosts that make it faster. Hacker can also help in some way.
