Missing items/progression/stats: When you are playing the game all of your unlocks are gone. What's weird is you will see some of the vehicle unlocks flash up randomly as if you are getting them all at once. But as you are playing no ribbons show up. At the end of the game there is no tally of your progress or score and there is no mention of it in Battlelog at all. Not in the stats, not in the progress, not in the game reports. It's as if you never played the game at all.
Server: Not sure what server but it was definitely happening while I was using Quick Match / Conquest. When I was using server browser to play Conquest on China Rising maps it wasn't happening. There was some suggestion that Europe servers were okay and that NA servers were messed up.

How often does this issue occur: For me happened most times when using Quick Match / Conquest. It happened around Midnight Sunday East coast US time. I had the problem for 3 hours or so and lost all the progress of that time. Didn't play for a day because I was annoyed. Read a bunch of things on the forums about checking that people had ranks on the server you're on etc. Tried again on Tuesday using Quick Match / Conquest and the server I joined had people with no ranks so I backed out. I went to server browser and chose a China Rising conquest server and people had ranks, I played and my progress was counted at the end. I am on the East Coast / USA.

This is exactly what is happening to me. When I go in I start to get all the unlocks like they are happening at once. I have played 4 rounds and none of my stats carry forward.
Happening to me on a PS4 console.
When I was on the phone last night with EA support they said they could see that I was online but couldn't see me in an active game even though I was playing as we were talking.
Had to reinstall windows 8.1 on my comp but the game is there but all my progreshion and dlc,s are missing, what happens now.
