This was true (for me at least) prior to yesterdays patch. Usually when I joined a new server, or sometimes when joining a new map within the same server, I would spawn without a weapon (this still exists and seems to happen more frequently as well) and without working sound. After about 20 - 30 seconds however, this would fix itself and the gun would spawn and my sound also kicked in.
After the latest patch though, my gun still spawns, but the sound doesn't pop back on. So waiting isn't an option, apart from waiting until the first match has ended. As soon as the second map starts everything works like it should again (or at least sound effects are back up).
