Timestamp when the issue occurred: since Server Patch R6/R7, never in Beta

Any additional information that my be helpful: Rubberbanding occurs only on servers with more than 16 players, but then on every server. It becomes unplayable on 64 players (even on 32). From Beta till Server Patch R6/R7 this problem never occured. ISP is Unitymedia in Germany, 50k on IPv6. Paketloss incoming from 10-40 ingame, no problems with other games or programs over Internet.
