If yes, what happen when I buy BF4 + premium on ps4? (It's strange that Basic game with premium cost 100% less than only basic game in ps store.) There won't be problem with doubled premium?

Premium does not cross over so you would have to buy premium on your ps4

You can transfer your stats and premium from PS3 to PS4. All you need to do is to log on to your PSN account on PS4 and a prompt will appear asking if you want to transfer your stats from PS3 to PS4.
However this is a one time only so you will need to be careful.
