Jet Fighter Ribbons Missing for UCAV Task

Hi, I have been trying very hard to get the UCAV and finally I have obtained 4 x of the jet fighter ribbons (yes, 1 more than the required 3) but the UCAV still didn't unlock. I have the air superiority ribbon, but all those jet fighter ribbons did not show up in the eyes in the sky assignment.  However, I can see the 4 jet fighter ribbons in the 'award' tab.  Please help.  Thanks.
