    Hello @Juggernaut-7-6,

    Unfortunately, you will not be able to get the DICE LA Camo on PS3, my friend had the same issue a few years back, he never got the camo. Sorry to be the bringer of bad news.

@Juggernaut-7-6 as you say Dragon Valley is not available, yes it is impossible as you need to do the EE on this map.

Well, this DLC pack which included this map came out pretty late in BF4's life circle.

And unfortunately at some point the support for older game versions like the PS3 one will end or at least not be given as much as a newer version like the PS4 one. Therefore some things might not get added. Sorry.
