That's not a bug, the same happens with other pistols too with the same type of magazine.
Because from 8 bullets you just have 7 in the magazine and 1 in the barrel.
I also reloaded again after he put just 7 bullets into the pistol, without switching to the other weapon!
We also had the same system in BF4!
