Lag spikes, high CPU usage.

So, I've been getting some really annoying lag spikes lately in BF4. It's really frustrating because it also happens when I engage an enemy and I always get killed because of that. Today I decided to check what's causing it, so I opened Task Manager and a software for monitoring hardware temperatures. The temperatures were normal but I noticed that the CPU usage was about 95% so I'm guessing that's my problem. Someone suggested that turning the settings higher would stop the lag spikes as most of the stress would be on the GPU, but I'm already playing on High and my setup isn't good enough to run at Ultra, so my question is: if I were to buy a new hardware part, should it be a better CPU or another GPU to crossfire with my current one and is that even the problem?

P.S. My setup:
CPU: AMD FX 4130 OC`d to 4.3 GHz
GPU: Sapphire Radeon HD7790 Dual-X OC
PSU: Seasonic 650W
RAM: 2x4 GB Corsair Vengeance 1866 MHz
MB: Gigabyte 970A-DS3

    Hello Alectr0,

    There is a CPU leaking issue with Windows 7.

    If you run Windows 7 then I would recommend* you to unpark your cores by following this video tutorial.

    Same thing is recommended for Windows 8 and 8.1 in order to improve your game performance.

    Moreover, your CPU seems not to meet the recommended requirements (AMD 6-core) and it might slightly bottleneck your GPU.

    Last thing I would suggest you is to turn your settings to Medium since it will give you a small FPS boost.
