Latency and packet queued spike, high incmoing packet loss

The game sometimes lags for something between a quarter second and eventually up to 2 or 3 seconds. During this period, the game continues rendering, i can still move perfectly fine, but am reset after the lag is over. Annoyingly enough this happens mostly when i encounter an enemy. Therefore most of the times i just die because my shots dont hit since i dont know where he is for the time of the lag: Screenshot of the network graph 

The entwork graph indicates that i have a sudden latency spike which results in a insane amount of queued packets and from to time a huge incoming packet loss. I am playing at 30Hz update frequency, vanilla BF, not CTE.

I don´t remember how long ago battlefield started doing this to me, in the meantime i elimanted pretty much all of the possible hardware problems responsible for it - i got a new router, i got a new wlan-stick and the problem still occurs, I think i even renstalled windows at some point.

Has anybody had the problem too and knows how to fix it and can point me in the right direction?
