low GPU usage

I have a laptop that has i5-6300HQ processor, GTX960M graphic card, 8GB DDR4 2133Mhz Ram.The issue I have is my CPU doesn't feed GPU enough.Here is a screenshot:
for those who can't see the stats, here you go:
GPU usage 51% , temperature: 55 *C
CPU usage 99% , temperature: 69 *C
My settings are low but if I change them to medium, my FPS stays the same and by the way BF1 cannot be optimized on GeForce experience.(Re-installed windows and nothing changed.)
I got current drivers as well.
Battlefield 1 is a CPU intensive game (in multiplayer) and your laptop CPU is below minimum specs : https://help.ea.com/en-us/help/battlefield/battlefield-1/are-you-ready-for-battlefield-1
Most of the video settings affect your GPU usage, that's why you get the same FPS on medium or higher.
