You can kill with smoke launchers, but not the hand thrown smoke. In my several thousand hours of gameplay, I've never seen a kill with an M18 smoke grenade.
From what I've learned during a random discussion with one of DICE LA people, it only would've been possible if the grenade somehow was catapulted to fly way faster than it does after a normal throw (and that's impossible in a normal game; there were single cases of ammo boxes doing that though). So, long story short, it can't be done.
@williamgund410 About medbag kills, what you saw almost certainly wasn't an actual kill - medbag kills show up in a killfeed when someone rejects the revive.
