keep getting error missing dll dxgi.dll function createdxgifactory1 Not sure what to do

Update your Windows.
Go to Start menu,
Look for windows update
Update all Recommended and Important.
Reboot your pc
Go back to Windows Update and click Check for update
Update again all recommended and important updates.
Repeat until you have no more updates then try and run your game.
I have done this and still getting that same error.
