I have the same problem but keyboard works fine. I get in game and i slowly start looking down. I can still walk around, just cant look or click.
If you are affected by this issue, please reply with your Mice and Keyboard model and brand.
Additionally, if your peripherals use a third party software (for example, to configure its sensitivity), please let us know.

I am running a Razor DeathAdder 3500 mouse and a Razor Lycosa Keyboard and both are using the Synapse software.
Mouse is Logitech G400. No third party apps that im aware of, though it does show up in device manager as a logitech mouse.
Fails to work on a generic mouse as well.
Keyboard works fine.
I'm using a Logitech Performance MX, but it doesn't work with my laptopt's touchpad either (HP Elitebook 8770w). Keyboard doesn't respond either.
I didn't have this issue in the beta, or any version of BF before. For the record, I'm using Windows 8.1, with an AMD-based card.
Strangely enough, I CAN open Origin in-game with shift-F1. That's about all I can do though - I can't close it, or do anything else.
What didn't work so far:
- Select x64 or x32 in Origin, both versions experience issues
- Updating my gfx driver
- Disabling Synaptics software
- Disabling cloud storage
- Disabling Origin in-game
- Running windowed (had succes with this the first attempt, but no more thereafter)
- Disabling controller vibration
- Disabling raw mouse input
What else can I try?
True, I did not have this issue in the Beta or pre-patch as well!!
Should probably mention that the laptops touchpad doesnt work either.

Anker 8000 dpi High Precision laser gaming mouse
buttons work fine but mouse look is not working at all it just slowly moves to looking down at the floor and stays there.
It use's Anker's own profile program for sensitivity etc
Just for the record: I'd like to add that, in my case at least, I don't have any other peripherals connected.
I am having the same issue! Can't believe this went out of beta with this issue.
Logitech G110 Keyboard, Saitek R.A.T. 7 Mouse. And 60 dollars worth of game, and 50 dollars worth of "subscriptions" and it doesn't even respond to basic input... simcity now this EA what the hell are you even doing?
Guys... it's the stupid onscreen keyboard service. If you're running windows 8. Winkey+w and type "Services" and press enter. Find "touch Keyboard and Handwriting Panel Service" Right click > Properties>Disable Then right click your task bar >Properties>Toolbars and verify that the "touch keyboard" is off.
BF4 is using the stupid soft keyboard as the input device instead of the phsyical keybaord. EA's QA ppl need to go take lessons.
I've always had the touch keyboard & services disabled. Still not working.
Razer blackwidow keyboard using Synapse 2.0 - Mouse Cyborg MMO 7 using mad catz software.
I also have this problem, but mine is the mouse. I can't get the pointer to show up to make changes. I use a Microsoft trackball explorer and I also have a Logitech G5 and neither will work when the game starts. I end up wasting most of my game time trying to change my weapon type or spawn point.
