Naval strike dlc

I bought naval strike dlc for PS3 is there any way to transfer that to ps4 or do I have to buy it again?(don't have premium)

Unluckily, individual BF4 DLC's can't be transferred between generations of consoles, so I am afraid that you will have to re-buy Naval Strike for PS4 to play it there. DLC's will transfer only if they come from Premium.
