Same issue for me, I've completed the Eye Spy assignment and am unable to select the Target Detector on any Carbine/DMR.
Not to get in to the whole flame war that is the Target Detector, it would still be nice to have the chance to play with it and find out for myself whether I like it or not.
That is rather bizarre, you'll need to speak with a game advisor to solve that issue so they can look at your account and see what is happening.

The call back feature available to North America, Austria, Belgium, Czech Republic, Denmark, Finland, France, Germany, Hungary, Ireland, Italy, Netherlands, Norway, Poland, Portugal, Russia, Spain, Sweden, Slovakia, Switzerland, and the UK.
My Target Detector also shows as not unlocked under weapon stats but I can still choose it under loadout.
